The article didn't really answer the question so here's my opinion. People who put mad scientists in charge Are people who have an agenda that the mad scientists behavior or data will benefit. Mad scientists are in charge of global warming mad scientists are in charge of pandemics it's interesting to me that both problems are related in the sense that the global warming people want to reduce the population and pandemics do an excellent job of reducing the population.
